I'm a President's Circle member with Hertz and welcomed the chance to have an alternative to ZipCar in Washington DC (plus to earn Hertz Gold points). However the stellar service and reliability I have come to expect from Hertz at the airport is completely missing for their OnDemand service. I have turned my fob back into Hertz and will never use this service again- on almost EVERY reservation, I get a "we have a technical problem" email and I am switched to a new car- a few miles away. It's completely unreliable, so much so- that before I cancelled my membership today, I told my parter that I'd like to reserve an OnDemand but that we had better do ZipCar as a backup. Sure enough at 2:17pm (for a 2:30p reservation) I got a text advising me of a technical issue (by the way- the car I had reserved sits right outside my building and I saw it all morning sitting there, so it's not like another driver had it). I would recommend OnDemand if you have a back up ready, or don't mind being 100% flexible. If you truly need a car when you reserved it, stay with ZipCar.
