Working Again
Like others, it had stopped working for me. Decided to try it again in summer 2020 after getting a text notification about my quarterly bill. Redownloaded it; seems to be working again. It shows my recent bills and meter readings.

Okay
When it works, it’s convenient. But most of the time there’s an error message. One thing that would be nice is if it saved your payment info so you wouldn’t have to enter it every single time. Once the bugs get fixed it will be great.

Unusable
I downloaded the app and tried to log in, but it kept showing the message “Internal Server Error” repeatedly. This rendered the app useless, as I couldn’t navigate any screens. Upon investigating the app’s history, it seems that this is an entirely neglected application, having not been updated in years. Not sure why the Howard County Department of Finance would be promoting this application if it’s been left ignored by developers all this time.
