Exactly what I was looking for!
I was able to use the file from here and create a text ringtone using garage band, all from my iPhone! I use the alert for my on-call alerts and for some reason Apple removed the ability to set ringtones for text alerts. This was a perfect solution to apples STUPID decision to remove that functionality
